Agenda For October 10th , 2006 City Council Meeting

Old Business

Scott Lange to report on Well #3 update, water/sewer maps corrections, bid results.

Fire hydrant insurance coverage from LMC. Retro to June, sent in claim and will be reimbursed for most of it, (2,900).


New Business

Brenda Engelking from the Comprehensive Planning Survey for City of Holdingford.

Approval of Summer Recreation invoice from Holdingford Community Education. $3,000 is what we had budgeted for 2006.

Maintenance would like to purchase a light weight hose for the sewer rodding machine. Cost will be around $600.

Twin Cities have Thunderbolt civil defense sirens for sale for the softball park area to compensate for the south area of the city where the other siren does not reach very well. (It reaches the north end of the city very well up on the hill). Cost approximately $2,500 plus installation (electric, and pole $1,000). If we can put on an existing pole, close to electric should cut installation cost even more.

Lange Trenching estimate for removal of 2 valves and reconnect water main straight through by Old city hall on Plymouth St. is good till the ground freezes, (estimate of $1,800).

Kathy Yamry on 98 3rd St. wanting a variance to put on a deck on south side of home. She will have specifics for the meeting.

Clerk Item:

Electronic transfer for Federal withholding. I will be starting this next quarter reporting. Am doing electronic transfer with state withholding and liquor tax and Refuse tax already.

Reimbursement for fire hydrant (Hill and 3rd St.) insurance claim  from LMC received, 10/10/06 in the amount of $2,935.28.

New Business
Three phase power for Scepaniak’s, what can the city do to help?
Putting a sign on Co. Rd.9 and 151 with the 4th St. South also. There is concern that if there is a call to the Industrial Park, they will be looking in the city proper for that address and not south.
Tom’s Refuse contract negotiation, plastic recycling
Raise water/sewer rates beginning of 2007, and rates over minimum usage raised .01/unit. Raise water/sewer install rate from $1,500 to 1,800 per building permit.
Approval of preliminary Budget for 2007
Clerk Item:
Primary election Tuesday, September 12th, come and vote. City of Holdingford and Krain Township will both vote at Holdingford City Hall.

NOTE: ALL COUNCIL MEMBERS, PLEASE LOOK AT PUBLIC HEARING PROPERTY SPLIT, 131 GERTRUDE STREET PRIOR TO THE PUBLIC HEARING ON AUGUST 14TH, SO EVERYONE HAS A GOOD IDEA OF WHAT THE SPLIT WILL LOOK LIKE.

City council seats (2) and mayor’s office are up for election this fall. Sign up for either office is from August 29th to Sept. 12th, 5 p.m. at clerk’s office in city hall. (September 12th is also primary election.)
New Business
Need to discuss if all elected city officials will need to go to training starting in 2007. A two day weekend conference. $265/person, plus motel, mileage and food. See attached.
Power Point projector from Columbia Gear. Resolution on accepting gift, see attached.
Election judges appointments, rate of pay that Krain pays ($8/$10) vs what City of Holdingford pays ($7/$7) judges and head judge.
St. Cloud Times wanting to put up newspaper receptacles for the paper. Maint. Dept. wants it known that it will not be responsible for any snow plowing damage to these receptacles. They are not in favor of these being put up all over town.
Chader Leasing on copier. Information on extending lease on old copier, new lease on new machine. See info in packet.
Bias property owners would like to sell 16 acres to the City $10,000/A of frontage on Co. Rd 9 for commercial business.  They would give to the city favorable terms. Did not specify what those terms would be.

Received $960.80 for Clean up day from Stearns County Environmental Services
Put in mayor’s report, MDH fee raised from .44 to .53 per month on water bill.

New Business
Louis Walz subdivided lots, wants a resolution similar to the one done for Lot 2, Block 3, being 7,000 sq. feet.
Sam DeLeo re: split property of Rob Hammerel, (131 Gertrude St). Asking for public hearing and variance for side yard from 10 ft to 6 ft of existing home, in order to split the property to build an additional home.
Public hearing in September for community input/comment on Comp Planning and Zoning proposal.

I will be at the Clerk’s Institute the rest of this week, July 10-14.
Joel Imholte building permit out from 2004.  Honor the old permit. Plumbing, rough in framing and plumbing. Existing building  no structure issues.

CD Maturity dates coming up for Equipment Fund (20153) $48,646.60, matures on 6-26-06 possibly adding $25,000 to CD from Capital outlay from budget;
W/S Capitalization fund $67,462.50 matures on 8-23-06.

Cyril Ebnet on softball association/park. Policy established for use of park shelter similar to how the city center policy has been established. The city office has been given a summer schedule of who will be using the shelter.

Stearns County Soil and Water board, Urban Conservationist Assistance Program, do we need/want to participate in sharing the cost.

Clean out sewer lines, so no more back up insurance claims. (B.Mader sewer backup).

2006 MN Municipal clerks institute July 10-14 The registration fee due by May 16 is $410 for MCFOA members. Budget for training is $1,500/yr; $260 spent so far this year on training Hotel is $76.54/night for 5 nights ($382.70) First year of a 3 year clerk's institute.

Postponing of the grand opening of the Wobegon shelter and trail north of town. Stearns Co. Parks has found a problem with the trail that needs to be corrected before they will host a grand opening of the trail.

Jerry's payment instead of insurance revisited ­ Feb minutes state 75% of an HSA premium (which equals for him $273.50/mo), March minutes state 50% of current renewal rate premium (which equals for him $251.96/mo). 55% of current renewal rate premium equals ($277.15) which is closer to the amount stated at the February meeting.

New Business

Herman is on vacation June 5, 6, 7, 8, Jerry is scheduled for June 5, 6, 7, 8 schooling same week, come in in the morning and after his school come to work to look at things. (Would be like the same as a weekend, coming in in the morning. Perhaps Mike Odden could have keys to the utility areas, well, waste treatment plant, etc. Jerry would have the cell phone with him. Class is 8 to 4:30. Septic systems training. From installation, design to completion, and private septic systems (such as Scepaniak Industrial park).

Loud neighbors ­ Doris Ahrens ­ what can be done about it

Louis Walz wants a change on the resolution 05-01-01, Certificate of Compliance. He wants the statement of the MPCA closure report taken out.

Resolution from council to pursue grant to bring in phase 3 power to Scepaniak's Industrial Park. (Need to have a written agreement from Scepaniak's that they will supply the city's 50%).

Resolution to pursue grant money for polling place accessibility ­ power doors.

Resolution requesting the Board of Soil and Water to terminate the STRWD. And to sign termination letter in conjunction with Krain Township. Albany will be sending their own letter.
